Stephanie, the smell could indicate your issue. I suggest you begin by checking the relays and the fuse block. Smelling what you did could indicate that the fan relays or the mating plugs could be melted and be the cause the fans are not working. Remove the 2 relays, Check to see if the pins of the relay are silver and the plastic is not meted. Check also the 2 fuses. If those are good then we need to check the fan motors themselves. They are commanded on with a shop scanner.

Also, the fans will not turn on low speed until 223 Deg F. They are in the fuse block under hood.

I pulled them relays out. They don't look bad or burnt?
