The problem is in the fuel filler neck not sealing and should be tested using smoke test. You should have the neck replaced and the system checked again for leaks using smoke through the test port in the engine compartment....
Q: Not getting any power to ignition switch, is it bad?

Hi, thanks for writing in. In order to diagnose the problem, you may have to put all the wiring back to the way it should be first. I have seen the ignition switch and the tilt wheel ignition mechanism brake...
