This sounds very much like a problem inside the power steering pump. If you have a good mechanic shop that you know, I would have them check that before anything else.
It is also possible that the power steering fluid level is low, you can check that easily by yourself.

I believe that was topped off like while ago when I got my oil changed but that was maybe over 1000 miles ago

If there is a leak in the power steering hoses or the steering rack, the fluid level will drop. This will cause a humming noise.

There are a few other causes that can happen at the mileage you have...Please have your mechanic friend check for: Possible [alternator](/topics-alternator-toyota/) bearing issues or possible serpentine belt idler pulley issues.

And how long has this been going on?
