The AC does not work, and my car won't pass a smog test.

The AC on this car is known to have failures from the compressor such as leaking lines, control module problems, and evaporator issues; there are too many possibilities to give a good diagnosis without checking it first. The smog test can fail you for many reasons, and a diagnostic report on the AC would need to be seen to know what the cause was. I recommend that you have a mechanic, such as one from YourMechanic, come by and do a thorough AC system diagnostic check.
