My AC will only turn on when the heat is turned on first and then the Temp is lowered. Will not turn on if started on cool.

For example if I get in the car and the AC is set to 65 degrees the AC compressor clutch will not engage and it will blow warm air. If I then turn the temp to 90 degrees, turn off the Air, turn the air back on and then lower it from 90 to 70 or lower the AC will turn on and blow cold air.

My car has 86000 miles.
