Without knowing all of the information like the vehicle history, the components that have been tested or replaced, the results of any tests that need to be run and without being there myself looking at the vehicle, it is hard to say exactly what is going on. I can only give you a general answer, but I hope this helps. If the fuel pump is not running preventing the engine from starting, the first thing to do would be to confirm power going to the fuel pump. If there is power going to the fuel pump I would recommend checking the ground going to the pump and then replace the fuel pump as needed. The fuel pump should run once it has [battery](/topics-battery-dodge/) voltage (about 12 volts) and a good ground. If not, the fuel pump is bad and needs to be replaced. If there's no power going to the fuel pump then I would recommend to go and check the inputs to the fuel pump relay to determine what's missing. For example the relay will need two powers and one ground to operate. I would recommend checking this with a relay removed checking the female pins using a voltmeter. This also should be done as an assistant is cranking the engine over. Most of the time the fuel pump relay will have a constant power supply and ground even with the key turned off. Then the key is turned to the on position or once the engine is being cranked over the computer or even the ignition switch (sometimes another relay or power supply) will power up the third pin which will activate the relay. In some cases the computer will actually supply the ground going into the fuel pump relay. If this is the case you're still going to need to check this as an assistant is cranking the engine over. It should also have two power supplies as well. Again once the relay has the two powers and ground it should activate the relay and send power to the fuel pump.
