Do you mean the transmission itself is stuck in low gear but the shifter moves freely? If so, it appears the shifter cable may have snapped or come off.

it appears the shifter cable may have snapped or come off. Get it up on a lift and look underneath at the cable and see what is going on, if it's broke or come off, if not down there you may have to gain access to the shifter inside to check that end.
