Coolant pushing out the reservoir tank is caused by either a faulty coolant pressure cap, failed water pump or leaking headgasket allowing combustion gases into the coolant. HI restricted means that rust flakes has clogged some of it not allowing the coolant to flow all the way thru the radiator, so it backs up into the reservoir. could be short in the lamp assembly or at the connectors where wiring is chafing

Does that mean i need anew radiator? And for the lights i hear buzzing noise coming from fuse box when i connect lights

HI, yes, it means you need to new radiator. the buzzing is back feed when you connect the lights, which also suggests a short. You will have to trace the wires starting the headlamps and working back to the fuse box

If it is rust wouldn't i see rust flakes in the resevior?
