Im using an SSD Software for the range rover but it wont allow me to re program the used steering rack that i have fitted as it shows the old VIN

Looking at the information you have provided it will most likely need Range Rover suitable diagnostic tool with Range Rover software a popular aftermarket Range Rover diagnostic scanner which can carry out this procedure is a Pro Logic scanner with Rang Rover software installed as it allows you to remove and replace vin numbers etc. Have you tried contacting a local Range Rover specialist as they shopuld have the correct equipment to carry out this procedure.

The city i am im there is no a good range rover specialist however i would really apprecite on the use of the after market scanner
