13.58v at 2000rpms both battery and alternator were tested and were ok

13.5 is right at the low point does it fluctuate when its running?, have you scanned for any codes yet ? how was the alternator tested?

Actually 11.56 was the low point but what would cause the motor to start missing lose power and lose power steering

ok that would be a bad alternator if its fluctuating that much, it needs to be replaced
