Q: sqeaking noise coming from front passenger side disc brake when driving, noise doesn't change much when break is depressed.

When driving the car the front passenger side disc break sqeaks, when break is depressed noise does not change that i can recall. its not my personal car, it is a car I am looking to purchase. other than that car is in pristine condition. mechanics at place selling it say its because of cheap after market breaks. what are your opinions?
