Hello, Welcome to Just Answer My name is \*\*\*\*\* \*\*\*\*\* I've been an automotive engineer since 1996 and together we're going to solve this issue. if your radio transmitter is on the same frequency as another and its closer and / or a lot more powerful than the original then yes you can 'hijack' that frequency as your signal will be so much stronger it will come through the radio instead the original sounds will still be there but simply 'drowned out ' by the stronger signal see here https://en.wikipedia.org/wiki/Radio

Would this be possible to do from one car to another, while in motion?Would the police or intelligence agencies ever use this?

the current state of the art means you would need too much power and too large an antenna for it to be a mobile solution as you need a lot of amps to make a strong enough signal

20 years ago this wouldn't have been possible - from one car to another?
