Q: Hard brake pedal, new everything

I just replaced the master cylinder, brake booster, shoes. Springs, and drums on a 92 Ford with new parts. The brake pedal is kind of all or nothing. There is no slow braking. The pedal is hard to push, then it sticks and I have to pull back up with my foot? What could be the problem?

My car has 140000 miles.
