It sounds like the 4wd actuator has failed, if it will not cycle out of 4LO while in neutral i would think that is the case.

Without proper diagnostics even if i know it is likely the 4WD actuator you would not know for sure. i wouldn't ever recommend starting to replace expensive parts without scanning for codes to know what is going on.
