The check engine light comes on and goes off. Cant remember the code number, but the code is fan speed high

The engine wanting to die when coming to a stop is going to be one of two things most likely. - Either the throttle body is dirty or failing or; - The engine is running rich causing it to stall at idle.

What about the front end being loose? What about the check engine light?

The loose front end could be a few different things. If your certain its not the steering that's loose (lower joint) then I would start by inspecting the tie rods. If tie rods check out, then yes the rack is a possibility at this point

The check engine light is on because a fault code is being detected, most likely one related to the stalling issue.

The code is P0495
