The most common cause is a bad or plugged VENT valve in the EVAP system. This is located on or near the charcoal canister near the fuel tank.
You can test the valve with a scan tool too.

Most parts stores will read codes for you for free with only a code
reader, and sometimes that’s all we need, but not always.

It may not set a code for a VENT valve, especially if the computer thinks it's working. Hence the reason for the scan tests in bidirectional mode.

Wrong tests and answers. You have 2 choices, just replace the valve or have a shop diagnose it.
