Q: can a disconnected steering shaft affect the steering angle sensor and prevent the vehicle from accelerating while in gear?

can a disconnected steering shaft affect the steering angle sensor and prevent the vehicle from accelerating while in gear? I know it's disconnected I recently replaced the shift solenoids and put everything back together except the steering shaft but I am trying to check the new shift solenoids it seems to shift fine and smooth, the engine is running fine as well and there are no codes coming up on the vehicles computer. But vehicle responds as if the brake is on (still rolls in neutral) could the steering angle sensor be doing this because the shaft it off of the rack and pinion or is it something else? I'm stuck please any ideas?
