Q: Starter won't spin

Whenever I turn the key to start, all I hear is the starter relay click a lot and the engine doesn't crank. If I take the connector from the starter off the relay, and turn the key, it only clicks once. I also tried manually touching the connector from the starter and battery to see if that does anything. It doesnt, just sparks. I don't have a functioning multimeter so i can't check the voltage of the battery or what is going to the starter. I really want to get this problem solved as fast as I can. My guesses are that I have a bad starter or bad battery. I appreciate your help
