Q: no compression

just had a brand new short block machined, everything in the engine is brand new minus the head which was working fine prior but when I try to start it there is zero compression. We've checked the head for bent valves, we checked the valve lash and check to see if the head was warped. The head is fine but we are still showing zero compression. The timing is right, but it's pushing air out of the in take which it wasn't doing before we turned the engine by hand with the in take and exhaust manifolds off before completely assembling everything. It cranks, but it just won't start.

I know I asked this before, but I was able to get more details for a better question.
