Hi there I will do all I can to help. It is a very possible scenario that the actuator could have frozen, but unfortunately, the only way to know what is going on as well as get a starting point to diagnose would be to run a diagnostic scan to pull some codes related to the system.
You can try to remove the battery, it will reset the modules and codes, but if the issue is not fixed then the light should come back with the codes. Remove both negative and positive wires at the battery and touch them together for a few minutes, this allows all the memory to be cleared. Is the engine light on as well?
