Q: cost of maniverter

I just got a quote from my mechanic for $1648. to replace the maniverter in my son's car so it will pass inspection. This seems way outrageously high!! Is this quote correct for replacing a Maniverter??

My car has 130000 miles.
My car has an automatic transmission.
