Q: Clicking noise

My car is making multiple clicking noises when it starts but wont turn on. The lights and the radio work but that's about it. A friend checked the voltage and says it has 8.2 volts and wouldn't jump start. Do I need to get the battery replaced or is it a faulty starter?

My car has 42000 miles.
