Q: Car struggles to turn over

My 2005 Pontiac Sunfire with 167k miles often hesitates to turn over. Brand new starter, battery, and spark plugs. If my car has been sitting for more than 15 mins, it will hesitate to finally turnover, and obviously the longer it sits, the longer the "buffer period" is before it turns over; however it will start right up if it has been less than 15 minutes before I turned it off.

My car has 167000 miles.
