It won't come out of theft mode unless you have a valid key. You'll have to program the new key first before it will come out of theft mode. The programming scan tool will be able to access the module to do the programming even if it's in theft mode.

The guy is saying that it won't even program the key because it's in theft mode but no one has tried to steal my car

Ok then he doesn't have the right equipment to do this. The proper scan tool can access the module regardless of theft mode.
