Q: A/C wires under pass. Dash are burnt and the wire wraps are hard

My A/C usually doesn't start up when I turn my truck on, but after a few minutes of riding it usually does. (Speed increasing or hit a bump; etc) so I decided to take a look under my passenger dash, and two green wires have burnt up and the outer shell is hard. I'm not sure where to start?
