Q: the transmision is stuck in 3rd gear, can it be repaired?

It started with : some times the car will move in 2nd or third gear after a stop at traffic lights. However, it will go to regular driving speed after few minutes. But last week it got stuck at 3rd gear and wont change. My question : is it repairable or need a new transmission. I am planing to sell the car so lower the cost of repair the better for me. Thank you,
