He have tried everything. . He also put a new starter in as well

You need 12 volts at the starter motor battery wire and 12 volts at the solenoid sire also when starting

You have a starter motor relay that sends power to the starter motor if no brake signal you could also have a issue with the BCM controller . That should be monitored with a scan tool If the brake lights are working then the switch is good , it sends a signal from the BCM controller to the IPDM-ER controller with the starter relay to start your car . let me know if you have any questions, Thank you Roy!
