Q: My car's steering rack makes a noise when going straight or left.

I noticed the boot of the steering rack on the left side is torn. I also have a bouncy suspension. I was wondering if that would be the cause of my steering rack boot being torn? What steps should I take before I get a new steering rack?

My car has 159000 miles.
