Q: I have a 1999 saab 93 turbocharged and It won't start, I've tried everything I know

My car sounds like it wants to turn over but doesn't. I've checked everything that I could based of my knowledge and can't seem to find what's wrong with it, my fuses are good, I have a weak sparl, and I'm sure I'm getting gas, but still it won't turn completely over.

My car has 142000 miles.
My car has a manual transmission.
