Unfortunately, there is no switch and or sensor that will shut the engine down when it overheats so if the engine was extremely hot when it lost the coolant then it's very likely locked up. I would suggest that before you spend money on the new radiator that you have your mechanic remove the spark plugs to see if there is any coolant in the cylinders which could cause a liquid lock and if that checks okay, have him try turning the engine over by hand with a socket and breaker bar on the crankshaft pulley. If there is no coolant in the cylinders and the engine will still turn over then it's not seized and it can likely be repaired with the new radiator.

Water would be the same liquid lock if water and or coolant was entering the cylinders due to the head gasket being blown when it overheated. Pulling the spark plugs will tell him if that is the case. if there is water/coolant in the cylinders then that would indicate the head gasket was blown due to the overheating.
