Q: Car won't start

Lost key. Car sat for a year. Bought new transponder key. Car security light will not go on. In order to program key I believe that is necessary. So as of now car turns over but fuel pump is not kicking on...I don't know if it is because vats system (if I remember correctly it is a passkey 3) or be cuz it sat. I would think the first issue is to program key but first must figure out why security light will not go on...any ideas..
