Q: Radiator fan is not turning on

I have tested relays they seem fine now when I use test light for fuse box the only one that buzzed at me was the fan one. What do I do to make the fan work? Also could thermostat be stuck open?

My car has 58000 miles.
My car has an automatic transmission.
