Hello, my name is James. Depending on which side of the vehicle you are working on, one of those lock nuts is left hand thread. You might want to take a closer look at the threads on the shaft to see which way they run. Also, WD40 is not a penetrating oil. You should probably try P B'laster or Knock 'er Loose instead.

That would be best. Unless there is a lot of rust, those nuts should come loose. Try to use a large wrench and maybe a cheater pipe. That's a pipe that will fit over the wrench and give you more leverage.
