Q: All lights flicker when I am driving or idling but not all the time.

So for a while now my lights flicker headlights and interior lights plus if air or heat is on high it will kinda go in and out and the battery light will flicker at the same time. It has progressively gotten worse it doesn't do it all the time but about 90% of the time. I had battery and alternator checked at auto parts store and said it was good I bought a new battery but I had a friend of mine to check the alternator recently with a machine from their shop and it was only putting out 11 volts how do I know for sure and could it be something else?

My car has 206000 miles.
