Ok so if it has a brand new manifold and sensor we are left with a couple of possibilities the wiring, ecu or bad part . Have you tested the wiring ?

Do I need a multimeter or special tool to do that?

You will need a multimeter with ohms capability

Happens sometimes there is no wiring diagram match avaliable . I would visually inspect the wiring first
