Q: Speedometer always 15mph below true speed.

Since purchase of this vehicle as used, speedometer has always registered a consistent 15 mph lower than the actual speed the vehicle is moving. The speed has been verified by driving alongside other vehicles, GPS, and police speed signage. The difference does not change based on speed, but is consistant at all speeds; 5mph speedo = 20mph real, 60mph speedo = 75mph real.
