Q: Not sure if I am getting the right things done to my car

So my car is running rough, jerking and hesitating a bit. I came up with two codes p0011- camshaft timing and p0420 Catalytic Converter, I took it in because the check engine light came on. The mechanic i took it to did a test on it and those are the codes it came out with. I just got the timing belt replaced and so that is fine. So the service that was recommend was Cam sensor, Oil Control Valve and a Catalytic Converter. They only changed the Cam sensor, and the oil Control Valve. I was told if the car is still acting up I am going to need a catalytic converter..My question is should that Catalytic Converter been the first thing they fixed? Because now my car is still jerking and starting up kind of hard. They showed me the valve had oil in it and gunked up. I am just worried I am paying too much for things and this car has never run this bad, Me and my family are on a budget, so this is really hurting us!
