Q: Need help with key transmitter programming procedure.

I believe programming the transmitter is only possible by using a scan tool on 2011 & up Escalades. I own & used a GM Tech2 on a 2011 Escalade but when I start the programming procedure, I get a message on the tool stating "Device Control Not Allowed". Please help and advise to what the correct procedure is.

My car has 91500 miles.
