Upon driving 20 miles in 90 degree outside temperature, upon stopping and lifting the hood the engine is too hot to touch. Is this normal?

This is very normal. When your vehicle is running at normal operating temperature, the engine will reach upwards of 200-210 degrees depending on load and outside temperature.
