Begin by checking fuse F2.17 - 20 AMP in the Central Junction Box as that supplies power to the Data Link Connector (DLC). If bad, install a new fuse then attempt to connect your scan tool. If good, then using the attached diagrams and pinout, check the following pins using your multimeter: 1. Pin 16 should have 12v (Battery voltage) at all times 2. Pin 4 & 5 should have ground at all times If either are missing you need to trace and repair the ground or power circuit. Once you verified these, you will test each wire using the attached wiring diagram to test for continuity in the wires between the DLC and each module beginning with the PCM: 1. Test for continuity on the violet wire between the DLC Pin #13 and PCM Pin #13 2. Test for continuity on the pink/light blue wire between the DLC Pin #10 and the PCM Pin #15 3. Test for continuity on the tan/orange wire between the DLC Pin #2 and the PCM Pin #16 Any wire shows poor continuity then trace and repair the wire.
