P2101-00 is a diagnostic trouble code (DTC) for "Throttle Actuator Control Motor Circuit Range/Performance". This can happen for multiple reasons and a mechanic needs to diagnose the specific cause for this code to be triggered in your situation. Most of the time this is related to a bad TAC system or throttle body.
Code P2101 can be generated without an error on some vehicles if the accelerator pedal is pressed before turning on the key. A key recycle without touching the pedal may fix the problem even though the code is set in memory and the check engine light will be on and would need to be reset.

Turn the key completely off and turn it back on without touching the gas pedal.

What and where is the TAC unit as there is nothing i can find on this other then the throttle body itself which i have replaced

Basically it is your throttle body assembly. You can also try cleaning inside the throttle bore with carb and intake cleaner.

Can you monitor throttle position with your scan tool while pushing on the gas pedal?

There are various readings and some seem to be correct and also change from 0% to 100% when the pedal is pushed
However there is one reading that doesn't change
I think it's the desired position and it stays around 22%

What I would do is a continuity test with a volt meter. You will need to get to each end of the circuit from throttle body to ecm. Set your meter on the little speaker looking symbol. You can also check for battery voltage.
