Q: Car starts to run warm at low rpm. Coolant level is good. Fans are coming on and off as normal. RPM goes up temp goes to normal.

Car starts to run warm/hot at low rpm. As soon as the engine speed is increased the temp drops to normal. Coolant level is good. Fans cycle on and off as normal. Could this be a thermostat or water pump issue?

My car has 136000 miles.
