There is no average cost of a tune up because such a service is no longer specified in the Factory Service Manual. Tune-up is a term that was mainly used decades ago when carburetors existed and ignition system distributors required regular, indeed annual service. Although replacing spark plugs is still today a critical task such is NOT a tune up item but rather is simply maintenance and even that maintenance is very infrequent these days inasmuch as the service life on spark plugs can be as great as 100,000 miles. I would recommend replace the starter first since there are issues with it and a bench test only checks to see if it turns and does not test the drive gear. Replace starter and go from there.
