Q: Steering wheel makes sound like it is rolling over something below steering colum. even if just slightly moved.

I recently had my car tires rotated, balanced and aligned. Since then my steering wheel makes a sound like it is rolling over something when its moved ever so slightly. I can be in park and move the wheel very little and it does it. notice it louder when backing up. basically moving the wheel when car is in motion. The first time I noticed it was backing out and it made me think there was something under the front end. like a kids toy, but of course nothing, not sure what to think never had this issue.
