Q: My steering wheel will only go into a upright position and lock it won't go back down. Do you think this is the faulty way GM stee

My streering wheel will only go up and lock but it will not lock in a downward position. I believe it is my pivoting section. Could this be the reason? I am sure there is a lot of other things that could be wrong but I am almost positive this is the issue.

My car has 178000 miles.
My car has an automatic transmission.
