the lights that are used when the door is not open will not turn off

Depending on the vehicle you have you may just have the interior light control switch turned on at the headlight combination switch. You may also have a more serious problem like a bad lighting control module shorted and keeping the lights on. If it is not a simple solution then have a mechanic like one from YourMechanic come and do a check and diagnose the problem for you.
