What is lubricating the hood hinge all about?

Alex was friendly and listened to my description of the problem. After working on it for 30 minutes, he told me that he got it started but was not able to diagnose the ignition problem. He told me that the van has an intermittent electrical failure which causes the problem of dash lights not coming on and engine not cranking. when turning ignition switch/key.
