What is the PCV Valve Hose all about?

The Positive Crankcase Ventilation (PCV) valve is responsible for transferring excess gas from inside the crankcase into the intake manifold, where the gas can be used as fuel. Alex was friendly and listened to my description of the problem. After working on it for 30 minutes, he told me that he got it started but was not able to diagnose the ignition problem. He told me that the van has an intermittent electrical failure which causes the problem of dash lights not coming on and engine not cranking. when turning ignition switch/key. Needless to say that I am not happy that​ a diagnosis could not be made at this time.
