What is the AC Fan Control Module all about?

The AC fan control module controls both the blower motor inside the cabin, and the cooling fans in front of the radiator. I found Joseph to be personable and obviously competent. I was disappointed that he did not replace the sheet of plastic which acts as a water shield between the door and the inner door panel. I assume that was a conscious decision rather than an omission. While the matter is not of great practical significance it is, in my opinion, the difference between a good job and a superior one.
