What is lubricating the hood hinge all about?

He was on time and very personable. He fixed the battery terminals for me but that didn't fix the problem. He invoiced me for a "battery light" inspection that would cost an additional $75 but there's no battery light bevause he couldn't get power to the car or get it to start. He stated that his car wasn't pushing enough power to jump it so I'm out $107 and my car still won't start.
